Consumer Services Information System (CSIS)

 

The Consumer Services Information System (CSIS) is a collaborative policy research, technology transfer, public service and education project of the Department and the Pennsylvania Public Utility Commission (PUC). CSIS and the Bureau of Consumer Services of the PUC have worked together since 1978 to develop and operate systems for addressing and managing consumer inquiries and disputes presented to the PUC, analyzing trends to identify and address problems in utility company policies and programs, and improving the quality of consumer input in utility regulation. The project focuses on regulated public utility companies (e.g., electric, gas, local telephone, and water); consumer behavior, complaints and, education; low-income utility consumer issues; weatherization, energy conservation education and usage reduction; and statewide surveys of utility consumer issues and problems. CSIS is administered in the Department and directed by Dr. Theodore Alter (talter@psu.edu) and Dr. John Shingler (jxs10@psu.edu).
