Pennsylvania Rural Leadership Program (RULE)
The Pennsylvania Rural Leadership Program (RULE) is designed to enhance the skills and resources necessary for community leaders to meet the challenges of a changing community. Through individual and group learning experiences, participants develop the knowledge base and leadership skills to serve their own communities in this way. RULE is a partnership – supported by The Pennsylvania State University and a grant from the Pennsylvania State Legislature and the Department of Community and Economic Development, Governor’s Center for Local Government Services. RULE partners also include individual participants, sponsoring organizations, and private and public contributors. RULE is administered in the Department and directed by Joy Dunbar, Senior Extension Associate. Faculty oversight is provided by Professor Theodore Alter (talter@psu.edu).
