Professor of Agricultural and Environmental Economics
(Ph.D. Agricultural Economics, University of Manchester, 1976)

From 1975-1990, I was a professor of agricultural economics at Cornell University. I moved to the Organization for Economic Cooperation and Development in 1990 to lead a group of economists in the Directorate for Food, Agriculture and Fisheries. I have been at the Pennsylvania State University since July 1998, serving as head of department until January 2004.

My research focuses on domestic agricultural policy and international trade. I was involved in the development of an international trade model that is being used to support analysis by the Economic Research Service (USDA) of the current round of WTO trade negotiations. A second USDA-funded project focused on policy reform and adjustment issues in the food and agricultural sector. I have also been working on broader public concerns associated with food and agriculture, such as animal welfare and environmental issues, and their policy implications.
